Abstract: The social protection network for workers, which has been in force since the middle of the last century, revolves around employment. Wages are the benchmark, either for the collection of social contributions, or for payment of benefits, such as unemployment insurance and retirement. This construction will be shaken by the economic and social revolution that will pass through the automation of the labor process and the expansion of independent labor. Work will no longer be synonymous only with employment and it will be necessary to redo that social pact. One of the axes of this structural change in Brazil will be the Workers’ Assistance Fund (FAT) and the BNDES, so that support for the worker must take on forms other than that of the signed portfolio, not to revisit the financing scheme for workers’ investments. To foster this debate, this article rescues the lessons of John Maynard Keynes to illuminate the reforms needed to face the future.
