Investimento em infra-estrutura: arrendamento mercantil com alavancagem fiscal

Abstract

Este artigo apresenta mecanismos de atração de investimentos em infra-estrutura usados nos Estados Unidos e no Japão, tomando-se como exemplo a prática acumulada no financiamento à exportação de aeronaves. Com base em resultados que tratam do efeito dos investimentos em infra-estrutura sobre o produto interno bruto (PIB) brasileiro, propõe-se a adoção de mecanismos similares aos dos dois países mencionados, extrapolando-os para outros modais de transporte e mesmo para a infra-estrutura física (não relacionada a material rodante). O trabalho inclui uma discussão sobre o aperfeiçoamento do instituto do leasing no Brasil.

This paper presentes attraction mechanisms for infra-structure investments available in the United States and in Japan, using the practice of aircraft export financing as a framework. Results from an applied paper show the effects on the Brazilian GDP derived from investments in infra-structure and support the proposal of reproducing of the formerly described mechanisms. Additionally na extrapolation suggesting the application of such alternatives to the fixed infrastructure (not restricting it to transportation materials) is made. Considerations on the legal aspects of lease transactions in Brazil complete the proposed toolbox.
