Abstract: Based on the analysis of strategies and policies for the shipbuilding sector adopted by several countries, the article points out that it deserves attention from those who carry out public policies, especially in periods of contraction. Since it is a cyclical activity, with its supply chain too close to shipyards, local economies are seriously affected by any economic change in the sector. The implementation or improvement of policies at the adequate timing plays an important role for the preservation of capital stock and human capital, considering that high social costs may result from abrupt structural changes in the sector, as observed in some countries. As Asian shipyards increased their market share, traditional shipbuilders had to focus on specific niches in order to avoid the ban on its shipbuilding industry. Taking into account the international experiences and the current context of the Brazilian shipbuilding sector, the article proposes how to make the best of new business opportunities, such as the integration of offshore platform modules, platform dismantling and ship scrapping, among others. Aligned with environmental, social and governance (ESG) criteria, these proposals aim to expand the scope of the Merchant Marine Fund (FMM) to take into consideration the entire activity life cycle, within the circular economy approach.
