Retomando o planejamento: o plano plurianual 1996-1999

Abstract

O artigo apresenta uma síntese do Plano Plurianual 1996-1999 (PPA) e relata o processo de sua elaboração e o significado do esforço governamental para a retomada do planejamento no âmbito da administração pública federal; procura também identificar os principais pontos que o diferenciam de planos anteriores, destaca sua consistência macroeconômica, as estratégias e diretrizes que orientarão a ação do governo nos próximos quatro anos e a importância das reformas constitucionais, institucionais e legais, apresentando ainda os seus principais projetos e ações, as metas mais relevantes, os valores dos investimentos e gastos e as fontes de financiamento correspondentes; e conclui pela factibilidade do Plano, baseado que está em parâmetros macroeconômicos realistas, associados à compatibilização das demandas às possibilidades de financiamento, sem comprometer o equilíbrio fiscal, alertando ainda para a importância das reformas constitucionais e dos novos marcos regulatórios para o sucesso do Plano.

This article contains a summary of the 1996-1999 Multi-year Plan (PPA). It describes how it was developed and the efforts made by the government to again start planning for federal public policy overall. It identifies the points where the Plan differs from previous versions, highlights its macroeconomic consistency, strategies and guidelines underlying governmental actions over the next four years, as well as the relevance of constitutional, institutional and legal reforms under way. Some of the main projects and initiatives contained in the Plan are listed, in addition to key goals, investment and spending targets, and related funding sources. The article concludes for the Plan's feasibility on the basis of realistic macroeconomic parameters and well-matched financing needs and possibilities with no negative effects on fiscal balance. It also stresses the importance of constitutional reform and new regulatory frameworks required for the Plan to succeed.
