Abstract: | Este artigo analisa as perspectivas da política fiscal no país para depois do atual período de governo. Postula-se que o Brasil deve seguir a estratégia do México, tentando obter a categoria de “grau de investimento” daqui a alguns anos. Por isso, parte-se da premissa de que os futuros governos deverão perseguir o objetivo de diminuir moderadamente ao longo do tempo a relação dívida pública/PIB, o que permitiria um declínio do risco-país e da taxa de juros, reforçando a melhora fiscal. Com base nesse cenário e dadas as taxas de juros e de crescimento do PIB, projeta-se o superávit primário requerido para poder cumprir com o objetivo de redução do endividamento. Como “regra de bolso” para o próximo governo (2003/06), sugere-se ter uma meta de superávit primário médio de 1,6% do PIB para o governo central e de 2,3% do PIB para o setor público como um todo. This article analyzes the outlook for the Brazilian fiscal policy beyond the current government. It is believed that Brazil is going to follow the Mexican strategy, trying to achieve the “investment grade” cathegory within some years. Thus, it is assumed that the future administration should aim at reducing the public debt/GDP ratio moderately along the years. This would allow a fall of the country-risk and the interest rates, strengthening the fiscal improvement. Based on this scenario and given the interest and GDP growth rates, it is estimated the primary surplus required in order to fulfill the target of debt reduction. As a rule for the next administration (2003/06) it is suggested to have a target of average primary surplus of 1.6% of GDP for the central government and 2.3% of GDP for the consolidated public sector. |
