Removendo obstáculos às exportações brasileiras

Abstract

O crescimento acelerado das importações ocorrido após o Plano Real recolocou de maneira contundente a necessidade de se revitalizar a capacidade exportadora da economia, de modo a reduzir a vulnerabilidade externa e, com isso, garantir a retomada do crescimento econômico nacional. Os autores analisam os principais problemas enfrentados pelos exportadores brasileiros do setor de manufaturados, que são os que apresentam as melhores possibilidades de se integrar ao mercado mundial como fornecedores globais de bens finais e intermediários para os mercados dos países industrializados. Analisam-se especialmente os obstáculos que impedem a montagem de eficientes sistemas de logística, essenciais para essa integração, e que compreendem, além da conclusão de obras em andamento, o estabelecimento de marcos regulatórios específicos para o setor de transportes e a revisão de procedimentos burocráticos e organizacionais dos sistemas de controles aduaneiros.

The accelerated growth of imports following the introduction of the Real Plan clearly reaffirmed the need to revitalize Brazil's exporting capacity, so as to reduce Brazil's vulnerability to international events and thus assure the resumption of economic growth. The authors of this paper study the principal problems faced by Brazilian exporters in the manufacturing sector. Exporters in this sector have the highest chance of integrating into the world market of finished and intermediary goods for developed countries. The paper focuses on the obstacles that impede the creation of efficient logistical systems that is essential for this integration and which includes the conclusion of works in progress, the establishment of regulations for the transportation sector and a review of the bureaucratic and organizational procedures of customs systems.
