O desempenho do BNDES no período recente e as metas da política econômica

Abstract

Este artigo analisa o desempenho do BNDES no período recente, com destaque para o ano de 1997, associando-o as metas da política econômica do governo atual. O BNDES tem tido um papel importante como instrumento da política econômica, contribuindo no sentido de gerar as condições necessárias para a promoção de uma trajetória de crescimento sustentado. Com este objetivo, os desembolsos do BNDES têm contribuído para: a) o aumento do investimento; b) o avanço da privatização; c) a melhora das exportações, visando a redução do déficit em transações correntes; d) a expansão dos gastos sociais; e e) a geração de empregos. A partir de 1994, com a estabilização macroeconômica e a consequente retomada do crescimento, ocorreu uma recuperação dos financiamentos do BNDES, sendo que o total liberado em 1997 representou o melhor desempenho das duas ultimas décadas. De 1994 a 1997 os desembolsos apresentaram uma taxa de crescimento real acumulada de aproximadamente 300%.

This article discusses the recent activities of the BNDES, especially those realized during 1997, and relates these activities to the goals of Brazil's current administration. The BNDES has played an importante role as an instrument of economic policy, assisting in the creation of the conditions necessary for sustainable growth. In view of this objective, BNDES financing has contributed to: a) an increase in investment; b) progress in the privatization process; c) an increase in exports, with an aim to reducing the current account deficit; d) an increase in expenditures in the social area; and e) the creation of jobs. In 1994, with the macroeconomic stabilization that followed the introduction of the Real Plan and the consequent resumption of growth, a recovery in the financing provided by the BNDES began to take place, resulting in the amount of financing in 1997 reaching the highest level of the last two decades. From 1994 to 1997, BNDES financing experienced a real increase of some 300%.
