Abstract

The article presents the main drivers of demand for offshore support vessels. The oil price crashes in 2014 and 2017 and the standstill in bidding rounds for offshore areas impaired the companies's balance sheet in the offshore support sector. Economic and financial indicators of the companies in the BNDES portfolio are analyzed. Given the current idle capacity, it is unlikely that the sector will demand the building of vessels, as oil companies shall resort to the international market to complement their needs when all Brazilian flag vessels are contracted. Two scenarios for the support vessel market are devised: (1) there would be an additional demand of just over fifty vessels within four years, which would not be enough to eliminate the idleness of vessels in Brazil; (2) almost ninety additional vessels would be needed and, as a consequence, would have to resort to the international market.
