Relações entre governo e investidores na indústria de petróleo no Brasil: algumas considerações

Abstract

O artigo discute três aspectos fundamentais do novo ambiente institucional no setor de petróleo e gás no Brasil: o principal objetivo regulatório; a divisão de riscos entre o governo e os investidores privados; e os benefícios governamentais no Brasil. Propõe-se, ainda, um papel mais ativo do governo na partilha dos riscos dos projetos no setor com vistas a não distorcer o nível de investimentos.

The paper discusses three fundamental aspects of the new institutional environment in the oil and gas sector in Brazil: the main regulation’s goal; the risk sharing between government and private investors; and the government benefits in Brazil. We propose, in addition, a more active role for the government in the risk sharing of the projects in this sector as a way of not distorting the level of investments.
