Abstract: Local government in Brazil has been making several changes in the formulation and implementation of public policies, as well in public management. The analysis of these initiatives suggests that a process of State reconstruction is taking place, which is characterized by partnerships between the State and civil society, as well as within the State itself, and by the emergence of new institutional arrangements. This paper analyzes this process, examining local government initiatives found in the database of the Public Management and Citizenship Program, developed by Fundação Getulio Vargas and the Ford Foundation, with the support of BNDES.
