O investimento em infra-estrutura e a retomada do crescimento econômico sustentado

Abstract

A recuperação do investimento em infra-estrutura é uma condição necessária para a retomada do crescimento econômico sustentado no Brasil. O investimento em infra-estrutura promove o crescimento econômico porque aumenta o retorno dos insumos privados e incentiva o investimento privado e o emprego. Entretanto, na presença de externalidades associadas com a oferta dos serviços de infra-estrutura, há uma tendência de os investimentos neste setor situarem-se abaixo do nível socialmente ótimo. Neste contexto, ganha importância a provisão de incentivos para a infra-estrutura, particularmente a oferta de crédito com condições adequadas. O objetivo deste artigo é mostrar a importância do investimento em infra-estrutura para a retomada do crescimento econômico sustentado no Brasil. Um modelo de consistência macroeconômica é usado para medir os impactos esperados do investimento adicional em infra-estrutura em variáveis macroeconômicas relevantes, tais como crescimento do PIB, crescimento da produtividade, taxa de investimento, exportações, importações, balança comercial, poupança externa e poupança pública. A importância do BNDES para o sucesso da reforma da infra-estrutura também é discutida, com ênfase nas suas funções de financiamento e promoção das privatizações.

The recovery of the infrastructure investment is a necessary condition for the resumption of the sustained growth in the Brazilian economy. The infrastructure investment impacts positively on the economic growth because it increases the rate of return of private inputs and stimulates private investment and employment. Nonetheless, given the externalities associated with the supply of infrastructure services, the private investment in this sector may be suboptimal. In this context, the provision of appropriate incentives, particularly the supply of credit with adequate conditions, has a role to play. This article aims at highlighting the importance of the infrastructure investment for the resumption of the sustained economic growth in Brazil. A model of macroeconomic consistency is used to measure the expected impacts of the additional infrastructure investment on relevant macroeconomic variables, such as the GDP growth, the productivity growth, the investment rate, exports, imports, trade balance, foreign saving and public saving. The importance of BNDES to the success of the infrastructure reform is also discussed, with emphasis on its role on financing and privatization.
